Update on CA e-voting decertification; Cal Journal piece

April 27, 2004

Hi Folks,

Last week the California Secretary of State's Voting Systems and Procedures Panel voted unanimously to decertify Diebold Accuvote TSx touchscreen voting machines. The panel also passed a motion requesting California Attorney General Bill Lockyer to investigate whether criminal or civil charges should be brought against Diebold Election Systems, Inc.

News reports are available via my weblog.

The Secretary of State's reports on the March 2 Primary and its Diebold investigation into the use of uncertified equipment and software are at: http://www.ss.ca.gov/elections/touchscreen.htm

The panel is still considering whether to decertify other papereless electronic voting systems and prohibit use of such systems in California this November. The decision is ultimately up to California Secretary of State Kevin Shelley whether to implement the panel's recommendations. Under state law, his decision must be made before May 2 to take effect for the November election.

The panel will meet again on Wednesday, April 28 to take up this issue. The meeting begins at 10 a.m. in the auditorium of the Secretary of State's office in downtown Sacramento. More details about Wednesday's meeting are available online at: http://www.ss.ca.gov/elections/VSP_042804.pdf

Last week I addressed the panel and urged them to decertify all paperless electronic voting systems. My testimony is online at: http://www.calvoter.org/issues/votingtech/pub/0404KAVSPremarks.html.

I also recently wrote an article for California Journal magazine, which will appear in the May issue, and provides an overview of the voting technology debate underway. It is online at http://www.calvoter.org/issues/votingtech/pub/042904KAcaljrn.html.
