Last week the California Voter Foundation launched the new Digital Sunlight web site and announced the winners of the 1999 Digital Sunlight Awards, the first-ever ranking of all 50 states' efforts to make campaign finance data available on the Internet.

... a ranking of all 50 states' efforts to improve public access to campaign finance data via the Internet
... a summary of each states' Internet disclosure efforts, plus a Disclosure Links Chart with links for every state that help you follow the money
... really cool "weather" graphics depicting each state's Digital Sunlight climate, and a comparative, color-coded map of the U.S.
.... a 10-page Digital Sunlight "Progress Report" featuring an overview of the "state of the "art" of digital disclosure.

* Prop. 24 struck from the California ballot
This week the California Supreme Court voted to remove Proposition 24 from the March 2000 ballot. This is only the sixth time in California history that an initiative has been removed prior to the vote. The court ruled that Prop. 24 violated California's single subject rule, since it dealt with both reapportionment and legislators' salaries. The court's decision is available online in PDF at:

* Initiative Watch 2000 Update: "And then there were twenty...."
Yes, that's right. There will be 20 measures on the March 2000 California ballot. CVF's Initiative Watch 2000 pages have been updated and feature all the latest information on California's ballot measures, including links to proponents' and opponents' web site and the texy of each measure where available.
Prop. 1A and Props 12 - 20 were placed on the ballot by the California Legislature. These are bond acts, consitutional amendments or amendments to initiatives that require voter ratification. Prop. 21 - Prop. 31 were placed on the ballot by petition of the voters, and are either initiative statutes, consitutional amendments, or referenda. Here's the line-up:

Prop. 13 -- Water Bond
Prop. 14 -- Library Bond
Prop. 15 -- Crime Labs Bond
Prop. 16 -- Veterans' Homes Bond

Prop. 23 -- None of the Above ballot option
Prop. 24 -- REMOVED by CA Supreme Court: Reapportionment & Salaries
Prop. 25 -- Campaign Finance Practices (Unz/Miller Initiative)
Prop. 26 -- Majority Vote on School Bonds (Hastings/CTA Initiative)
Prop. 27 -- Term Limits; Declarations by Congressional Candidates
Prop. 28 -- Repeal of Prop. 10 Tobacco Surtax
Prop. 29 -- Referendum to Overturn the 1998 Indian Gaming Compacts
Prop. 30 -- Referendum to Overturn the "Fair Insurance Responsibility Act"
Prop. 31 -- Referendum to Overturn Amendments to the "Fair Insurance Responsibility Act"
