TO: CVF-NEWS FROM: Saskia Mills, CVF Executive Director DATE: July 23, 2002 RE: Initiative Watch Update
Hi Folks,
California Secretary of State Bill Jones assigned numbers earlier this month to the seven measures that will appear on California's November 5, 2002 ballot. Four of the seven measures qualified for the ballot through the initiative process, and three were placed there by the Legislature.
Here are the numbers:
Prop 46: Housing & Emergency Shelter Trust Fund Act of 2002.
Prop 47: Kindergarten-University Public Education Facilities Bond Act of 2002 and 2004.
Prop 48: Court Consolidation.
Prop 49: After School Programs. State Grants.
Prop 50: Water Quality. Supply and Safe Drinking Water Projects. Coastal Wetlands Purchase and Protection. Bonds.
Prop 51: Transportation. Allocation of Sales and Use Taxes Raised from Sale or Lease of Motor Vehicles.
Prop 52: Election Day Voter Registration.
Additionally, one measure -- Classification by Race, Ethnicity, Color or National Origin, also known as the Racial Privacy Initiative -- has qualified for the March 2, 2004 ballot.
There are also 11 measures currently in circulation and two pending title and summary with the Attorney General's office, none of which are expected to make it onto the November 2002 ballot. The deadline for qualification for that ballot is July 29th.
Many of the campaigns have established campaign finance committees and filed disclosure reports that are available through Cal-Access, the Secretary of State's campaign finance disclosure web site. The Secretary of State has identified eight committees that are currently supporting and opposing measures on the November ballot, and their reports can be accessed online at http://cal-access.ss.ca.gov/Campaign/Measures/. Reports are next due to be filed at the end of this month.
Several of the campaigns have also established campaign web sites; here are the ones we have identified so far:
Prop 50 - http://www.pcl.org/bonds/water/summary.html
Prop 51 - http://www.voteyesonprop51.org/ and http://www.pcl.org/transportation/summary.html
Prop 52 - http://www.electiondayreg.com
Racial Privacy Initiative - http://www.acrc1.org/rpi.htm
We are adding new information and links to new stories about all of these measures (pending, circulating, qualified, and even failed measures) daily, all of which can be found on CVF's Initiative Watch project web pages at http://www.calvoter.org/iwatch. Please come check out our resources, and let us know what you think. As always, we welcome your feedback and suggestions.
