On Tuesday, December 7, the California Voter Foundation (CVF) will announce the
results of a nationwide survey and forecast on the status of Internet disclosure
of money in politics. The report includes rankings and ratings for every state. Seven
states will be honored with the prestigious 1999 Digital Sunlight Award. The complete

The report measures how quickly states are moving their campaign finance records
onto the Internet and into the "digital sunlight". Each state has been
evaluated, ranked and rated based on progress made toward electronic filing of political
disclosure records, and current availability of campaign finance data on official
state web sites. Each state is rated for its peformance and placed into one of six
categories: Digital Sunlight, Mostly Sunny, Partly Sunny, Partly Cloudy, Mostly Cloudy,
and Dark Skies. The Digital Sunlight web site will provide a national progress report,
summaries for each state, colorful ratings graphics, a U.S. map providing a color-coded
guide for each state's rating, and links to disclosure web sites.
The Digital Sunlight Awards are the first-ever nationwide ranking of the 50 states'
movement toward Internet disclosure of money in politics, and provide a benchmark
from which future progress can be measured.
